118th Congress (2023-24)
This section gives biographical information on federal appellate and district judicial nominees — individuals who will be nominated to the federal bench by the president in the 118th Congress (2023 -24). Whether or not they are confirmed is also noted.
The listings in this section also include carry-over nominees from the 117th Congress (2021-2022) who did not come up for a vote in that Congress but whom the White House has indicated will be renominated in the 118th Congress.
Biographies on new nominations are listed here within 24 hours of announcement by the White House.
Blue Slips
By tradition, when a president submits a nomination to fill a district court vacancy (similarly for U.S. Attorneys and U.S. Marshalls), the Senate Judiciary Committee then sends a "blue slip" (literally a blue sheet of paper) to the nominee's home state senators seeking their approval. If one or both of them disapproves or fails to return the blue slip, then the likelihood is that the nomination will not be reported out of committee. This veto power does not generally apply to appellate court nominees. Nominees who are reported out of committee are subject to confirmation (or rejection) by the full Senate.
